West Northamptonshire Council (WNC) is a Lead Local Flood Authority (LLFA) under the Flood and Water Management Act (2010) (FWMA).
Section 19 of the FWMA states that on becoming aware of a flood the LLFA must, where
appropriate, investigate which risk management authorities have relevant flood risk
management functions and whether they have, or are proposing to, exercise those functions in response to the flood.
On 23rd September 2024 five properties in Harpole flooded internally. On 24th November 2024, ten properties in Harpole flooded internally. The flooding during both incidents was largely caused by field run-off, and the capacity of culverted watercourses and surface water sewers being exceeded. This caused extensive damage to properties and businesses. In addition, the A4500, an important route from the M1 into Northampton, has flooded on multiple occasions which has resulted in part of the road being closed.
Following the flooding, Anglian Water and WNC as the Highway Authority conducted
investigations of the surface water drainage and culverts through Harpole. This showed that the systems were generally free flowing and clear, but improvements could be made to reduce the risk of flooding. WNC Highways and Anglian Water have cleared their systems where required. In addition, further works and investigations are planned, such as on High Street.
Further recommendations include ensuring landowners understand and exercise their
maintenance responsibilities, with particular regards to the ordinary watercourses and ditches.
